I work in a rather unique nursing setting; I am a correctional nurse at a county jail. My job at the jail is to perform the intake assessment on all new inmates to ensure that they are healthy enough for incarceration while they await trial. One of the challenges of this position is dealing with pre-existing conditions and medications that the new inmates had prior to incarceration. New inmates often become frustrated because they do not understand that our computer system is not able to connect or access their medical records at their doctor’s office or pharmacy. To comply with the requirements of the Health Insurance Portability and Accountability Act (HIPAA) and have access to their outside records, we need them to sign a release of information, which allows us to request their records (Grahovac, 2021)The Importance Of Compliance With The Health Insurance. Obviously, this creates a slow process of requesting records via fax machine and waiting for outside agencies to fax those records back. This often delays continuation of medications for days while we wait for records.
Nursing is a profession of knowledge workers; we need the most accurate and complete information possible to make clinical decisions regarding the care of our patients (McGonigle & Mastrian, 2022). To improve this process, a national medical record system should be created to allow access to medical records for every patient in the nation. This would allow medical providers to access one database containing all of the patient’s medical records. This is a plan that has already been implemented in other countries, the United Arab Emirates, for example as a method of improving the safety and continuity of care across all medical providers (Harbi, 2021). There is the obvious security concerns with unauthorized access to a national medical record system, but I feel the benefits would greatly outweigh the risks.
