A curriculum is a basic requirement containing the plan and activities undertaken in any institution to achieve success. Because curriculum gives the direction of operations, the curriculum development process should be thorough enough to ensure every aspect is captured. According to Brown and Prendergast (2020), curriculum development is a dynamic, multistep, systematic, and organized procedure involving four main phases: planning, contents and methods, implementation, and evaluation. Planning is the initial stage that helps in the execution of an agenda. Effective planning requires consideration of several elements. First, there is a need to identify the issue, including loopholes and hindrances.
The second element requires the identification and assembling of individuals with expertise and knowledge about the curriculum. The final element involves assessing needs and analyzing gaps in the system. After planning, coming up with strategy and methods in terms of intended outcomes, contents, and designing experimental methods is crucial(Brown & Prendergast, 2020). Thereafter, implementation of the plan and design should follow to yield future results. Last but not least, an evaluation of the curriculum should be done periodically to identify any gaps or areas that need improvement for the efficiency of the curriculum.
While completing the curriculum, it is necessary to understand the mission and philosophy of an organization as they influence the operations and, thus curriculum. Philosophy and mission define the institution’s aims and importance as well as the materials and methods to be used (Haagen-Schützenhöfer & Hopf, 2020). Thus, they form the basic framework for planning, strategizing, implementing, and evaluating the curriculum. In addition, philosophy helps initiate the initial steps in the decision-making and helps solve future problems. Therefore, individuals developing a curriculum for any institution must understand the mission and philosophies guiding the institution to ensure success. Otherwise, curriculum procedures and teaching will be inconsistent and confusing, leading to gaps that may hinder the implementation and improvement of the curriculum. Due to the rigorous process of curriculum development, various stakeholders are involved in every step. Examples of stakeholders include teachers, parents, learners, school administration, government officials, community members, and school boards (Al-Jubran, 2020). Teachers are the core of any curriculum as they define course components, plan and write of curriculum, design the curriculum to suit learners’ needs, and implement the curriculum. In addition, teachers develop teaching plans which are essential in the continuous development of the curriculum (Hidayah et al., 2021). Besides teachers, learners are essential as they are directly affected by their curriculum. Learners` interest and participation in phases of curriculum development will determine its uptake and feasibility.
The other group of stakeholders whose role can not be underestimated is the school administrators. Institution heads are not only the leaders but also influence the planning, implementation, and evaluation of the curriculum(Al-Jubran, 2020). They provide the necessary resources required to enhance the process of curriculum development as well as employ teachers. Therefore, they can influence the implementation stage and can use their professional expertise to evaluate curriculum performance. School boards and professional regulation commissions (PRC) are linked to the school administrators. Because school boards are made up of community members, they can cooperate with the school to implement the curriculum and provide various resources required for implementation. They can also inquire about the progress of the curriculum from teachers, students, and other government officials. PRC verifies and regulates the curriculum to enable the provision of licensure and certificates to graduates of an institution (Hidayah et al., 2021). Lastly, parents influence the implementation, monitoring, and evaluation curriculum. They provide resources in terms of school fees and the provision of vital school materials necessary to achieve success.
